Free Zone or Mainland? When the Cheapest Licence Is the Wrong One

When the cheapest free zone licence is the wrong choice for a regulated activity

One of the most common misconceptions I correct is the idea that a free zone is always the cheapest and therefore always the answer. For plenty of activities, that is true, and I will happily point you there. For others, it can lead straight to a rejected application and wasted fees.

Regulation changes the route

If you want to stamp and submit architectural or engineering drawings to the Dubai authorities, you are looking at a mainland engineering consultancy licence, a physical office, a technical manager registered with Dubai Municipality and the Society of Engineers, and professional indemnity insurance. A free-zone design licence, on its own, does not carry that sign-off authority.

Open a restaurant and you will need a licence from the jurisdiction where your outlet actually sits (mainland for most locations), a real premises, Food Control approval and Civil Defence sign-off. Building contracting adds contractor classification and Civil Defence again. Real estate brokerage needs RERA. Healthcare needs the DHA.

The cheapest structure on paper is worthless if it cannot legally do the thing you set the company up to do. The real saving is choosing the correct route the first time, so you never pay twice.
