"I want to do property in Dubai" is one of the most common things I hear, and it is also one of the most misunderstood, because it can mean three very different businesses with three very different licences.
Investing or flipping for your own account
Buying and reselling for your own account, including off-plan, can often be structured through a free-zone or offshore holding company in the zones the Land Department recognises. It is conditional on the zone and the property, but a free zone is frequently possible here.
Brokering for others
Selling other people's properties for a commission is a different animal entirely. It needs a mainland licence, RERA registration, the certified broker training and broker cards.
Developing your own projects
Building and selling your own projects puts you in the most heavily regulated corner of all: RERA developer registration, DLD and Oqood project registration, and a dedicated escrow account for every single project under the property law.
